As chair of the Multi-Stakeholders Advisory Council (MSAC) of the Local Governance Regional Resource Center (LGRRC) Region 12, Mahintana Foundation, Inc., represented by Mr. Jobe C. Tubigon, Operations Manager, presided over the MSAC regular meeting on April 6, 2018 at The Farm, Carpenter Hill, Koronadal City. MSAC is a DILG-LGRRC 12 initiated mechanism which is composed of national government agencies, academe, local resource institutes, NGOs, leagues, and private sector organizations. MSAC functions as an advisory panel as well as Technical Working Group of the LGRRC. MSAC is also a venue for updating/sharing of member’s knowledge products and current development issues in the region. LGRRC is an interactive and virtual one-stop shop for knowledge sharing on local governance. Its primary role is to source, organize, and manage available local governance knowledge and promote its sharing and use by various stakeholders.

On this regular MSAC meeting, one of the major agenda is the signing of Memorandum of Understanding (MOU) on Knowledge Sharing between and among the members of MSAC. The signing of MOU also aimed at formalizing the partnership though MSAC has been functional since 2016. Other agenda include (a) Updates on Federalism, (b) Updates on Upcoming Barangay and SK Elections, (c) SK Mandatory Training, (d) Barangay Newly Elected Officials (BNEO) Program which were presented by the DILG. Present during the meeting and signing of MOU were the Regional Directors of DILG (RD Reynaldo M. Bungubung), DBM (RD Akmad J. Usman), NEDA (RD Arturo G. Valero), DENR-EMB (RD Ma. Socorro C. Lanto), OCD (RD Minda C. Morante), NAPOLCOM (RD Veronica C. Hatague), PNP (PCSupt Marcelo C. Morales), BJMP (J/SSupt Isabelo V. Cartin, Jr.) and key representatives of DTI, DA, PIA, DENR, SKSU and MSU-GSC. The MOU includes the purpose and scope of MSAC, responsibilities of MSAC members and funding provisions.
