Capacity Development Training and Writeshop on Constitution and By-Laws (CBL) and Manual of Operations (MOO)

As part of Project COMPACT and Save the Children Philippines’ continuing commitment to strengthening community-based organizations, on June 01-03, 2026 a Capacity Development Training and Writeshop on Constitution and By-Laws (CBL) and Manual of Operations (MOO) was conducted with the following community groups:

• TanaMahin Producers and Cooperative of Barangay Landan, Polomolok, South Cotabato

• Cassava Workers and Farmers Association of Barangay Maligo, Polomolok, South Cotabato

• Matutum Malgad Farmers Association of Barangay Kablon, Tupi, South Cotabato

• Optimist Mountain Farmers Agriculture Cooperative of Barangay Miasong, Tupi, South Cotabato

• Indigenous People Women’s Association (IPWA) of Barangay Kablon, Tupi, South Cotabato

The writeshop was facilitated by Ms. Mary Luzviminda T. Herezo with the support of Mr. Raffy Ormita (PYAP President), Ms. Myravit Toledo (Save the Children Community Mobilizer), Ms. Cherry Laine Ignacio (Kablon BCPC Focal Person), and Ms. Imelda Sawal (Tupi CSO Desk Officer).

Participating community groups drafted and enhanced their CBLs and MOOs, strengthening their governance systems, organizational policies, and operational procedures.

The groups also identified strategic next steps to further their organizational development, including pursuing accreditation, strengthening engagement with local governance mechanisms such as the People’s Council, and improving access to government programs and services.

The groups also integrated provisions on child protection, child participation, and community advocacy into their organizational policies and operations, demonstrating their commitment to promoting and sustaining initiatives that support the welfare and rights of children alongside Project COMPACT.
