The EU-funded RESOURCEGov Project implemented by Mahintana Foundation, Inc. in partnership with DILG-12, CSDO-SC and SPECTRUM, conducted a Forum on Entrepreneurial Leadership in Action and Maximizing Free/Open Source Apps for Revenue Generation and Budget/Project Monitoring on September 29-30, 2015 at Greenleaf Hotel, General Santos City. At least 130 participants from the EU Delegation to the Philippines, DILG 12, RPRAT, LPRAT, LGUs, business sectors, media (DXMD-RMN & 89.5 Brigada News FM), BDA, CSO networks, other EU-funded projects, lead/partner organizations of the RESOURCEGov project attended the said activity.

The Forum aims to: (a) present/showcase “Entrepreneurial Leadership in Action” for increased Local Revenue Generation (i.e. Economic Enterprises); (b) demonstrate Free/Open Source Applications/Systems for Revenue Generation/Tax Mapping, Budget Tracking and Project Monitoring (e.g. for BUB projects of participating line agencies) that are worth replicating by other line agencies, LGUs and development actors; (c) highlight the performance and initial best practices of the RESOURCEGov project that are worth considering/replicating by other development actors; and (d) develop the project’s updated action and financial plans.

Mayor Reynaldo Tamayo, Jr., The Municipal Mayor of Tupi, South Cotabato, one of the guest speakers shared the best practices of the Municipality of Tupi, South Cotabato in terms of Entrepreneurial Leadership anchored on the Economic Enterprise which inspired many of the participants including Hon. Ronaldo Pader, Mun. Vice Mayor of Libungan, N.C. and Hon. Sorupia, Mun. Mayor of Aleosan, N.C. In his message, Mayor Sorupia said, “With this forum, as a Local Chief Executive, I have widened my horizon and changed my paradigm for us to perform better in order to promote our local revenues because usually we rely in our IRA.”

Among other guest speakers were: (a) Ms. Emily Mercado, the Programme Manager from the EU Delegation to the Philippines; (b) Mr. Randolph Fleming, the VP and Managing Director of Dole Philippines, Inc.; (c) Ms. Josephine Leysa, Assistant Reg. Director of DILG-12; and (d) Mr. RV Vicerra, Project Coordinator of the Centrist Democracy Political Institute (CPDI).

Mr. Jobe Tubigon, RESOURCEGov Project Manager, presented the Fiscal performance of the Local Government Units (specifically the 8 LGUs as target areas of the project) using the Qlik Sense System, a monitoring tool for easier visualization of data and/or reports. Also, he presented the Legislative Information Tracking System (LITS) which is the enhanced version of the SIS of DILG for easy access, printing & codification of reports (ordinances, resolutions, profiles of SB members) and ODK-based monitoring/budget tracking system which is a free and open-source system helpful in managing data collections and/or surveys using a mobile android device.

On Day 2, the participants (per partner LGU) were able to finalize and present their action and financial plans for Year 3 of the RESOURCEGov project with assistance from the project team and DILG-12.
